スケルトンテンプレートをつけると,特殊攻撃や特技,外皮ボーナスを失ってしまいます。ということは,それ以外の能力がなるべく高いモンスターを基本クリーチャーに選ぶ必要があります。また,操ることのできるスケルトンの数はHDで決まるため,HDはなるべく低く抑えるとよいでしょう。PCが操るのでなくモンスターとして登場させるのであっても,他のテンプレートと違って脅威度が純粋にHD依存となるため,同様にHDだけを気にすればよいことになります。
まずなんといっても筋力の高いクリーチャーです。強大化でサイズが大きくなれば筋力も大幅に上昇するため,それも考慮に入れるべきでしょう。それではHD別に見ていきます。
1HD
1HDで筋力が高いクリーチャーはOrc Warrior(Str 17),Half-Giant(Str 15, from XPH),Baboon(Str 15)です。
Orc Warriorの能力値は種族における標準よりも高いのですが,Human WarriorがサンプルとしてMMに掲載されているので同程度以上のavailabilityであればOKとしました。HumanにおけるWarriorよりはOrcにおけるWarriorのほうが割合は大きいでしょう,きっと。またSkeleton TemplateにはArmor Proficiencyについての言及はありませんが,Skeleton Tamplateの適用によって着ている鎧が変わるわけではなく,Undead Traitsに "Proficient with whatever type of armor (light, medium, or heavy) it is described as wearing" とあるので,Proficientとしてよいと思います。ちなみにundead traitsによると "Undead are proficient with shields if they are proficient with any form of armor." だそうです。知らなかった。

MMには "A crature with hands gains one claw attack per hand; the skelton can strike with each of its claw attacks at its full attack bonus." とありますが,例を見る限りもともとsecondary weaponとしてclawを持っている場合はfull attack bonusではないようです。そこで,もともとhand以外の部分にprimary natural weaponを持っている場合も同様に,clawはsecondary扱いとしました。

2HDで筋力が最も高いクリーチャーはSkum(Str 19)ですが,地上での移動速度が遅いのが玉に瑕。筋力15と14はわりと選択肢が豊富なのですが,入手性を考えるとRiding Dog(Str 15),Gnoll(Str 15),Hyena(Str 14)あたりがよいのではないでしょうか。

AnkhegもStr 21ですが,外骨格をもつクリーチャーはスケルトンにしてはいけないような気がします。ルールには「骨格のある実体クリーチャー」とあるのですが,ACの外皮ボーナスが固定値(しかも低い)になってしまうことから,暗黙のうちに内骨格を想定していると思われます。

MMには"A creature's attackgets the creature's full damage bonus from Strength, or 1-1/2 times the Strength bonus if it is the creature's sole natural weapon." あるいは "if the moster has only the primary natural weapon" とあります。ところが,Crocodileはnatural weaponを2つ持っているにもかかわらず両方ともダメージへの筋力ボーナスが1.5倍です。実は「Full Attackで1回しか攻撃できないのであれば,その攻撃で使う武器のダメージはすべて1.5倍」という解釈になるのでしょうか。どうもはっきりしません。
